As a trade association for commercial ambulance providers in New York State, the United New York Ambulance Network has almost immediate access to significant resources including ambulances and personnel to respond to Mass Casualty Incidents in New York State.

As ambulance providers, UNYAN members have an intimate understanding of the needs at mass casualty incidents. Because of this, UNYAN has developed a response plan for major Mass Casualty Incidents in New York State.

Any organized UNYAN response will be at the request of the New York State Department of Health, New York State Emergency Management Office or Federal Emergency Management Office.

In preparation for future activations, UNYAN has developed the following policies and procedures:

UNYAN has developed and will maintain a resource list of available vehicles and personnel as well as a contact list for each company participating in the disaster response plan. This resource list will be compiled biannually in January and June.

UNYAN will provide a complete listing of membership and the resource list to the New York State Department of Health on a biannual basis in January and June.

UNYAN will provide the New York State Department of Health and other appropriate agency with a copy of the UNYAN disaster response plan.

The UNYAN secretary will be the UNYAN contact for state and federal agencies, as well as UNYAN members for all disaster response activations.

Upon notification of a mass casualty incident, the UNYAN secretary will compile a preliminary resource list of companies available for activation if UNYAN is called upon for assistance. That information will then be relayed to the NYS Department of Health and/or other appropriate agency. The preliminary resource list will contain the number of available ambulances and personnel and the names of the responding companies as well as the name and contact telephone number for the UNYAN secretary.

Upon activation by DOH, SEMO, FEMA or other appropriate agency, the UNYAN secretary will re- contact the companies included on the preliminary resource list to confirm available resources.

Upon confirmation of available resources, the UNYAN secretary will provide the activating agency with the following information: Names of each company sending resources; number of staffed ambulances and personnel from each company; each vehicle identifier and license plate and the name, certification level and EMT number for each responding person.

The UNYAN secretary will then provide any necessary information to the responding companies, including, but not limited to: the required equipment for the activation and coordinating a muster point in a central location for the responding companies to meet prior to going to the MCI location.

The UNYAN secretary will be the single contact with the agency activating UNYAN's response.

Upon completion of the UNYAN activation, the UNYAN secretary will send a survey to all responding companies to assess the efficiency of notification and overall response. This information will then be forwarded to the activating agency.

Upon the completion of the MCI operations, the UNYAN secretary will contact the activating agency to assess the UNYAN response.

Upon completion of the MCI operations, the UNYAN secretary will disseminate information for individual company reimbursement for expenses arising out off the UNYAN activation. It shall be the individual company's responsibility to seek reimbursement for their response Duties and Responsibilities of UNYAN Companies Participating in Disaster Response Plan.

All UNYAN companies participating in the UNYAN Disaster Response Plan agree to:
Submit a resource list on a biannual basis in January and June, which contains the number of available vehicles, including ambulances, response vehicles or equipment vehicles, vehicle identifying numbers, license plates and other identifying numbers for vehicles.

Annually, submit a name and telephone number of a company contact person authorized to commit resources, both vehicular and manpower for any requested UNYAN deployment.

Upon request, provide UNYAN and the requesting agency with a certificates of insurance upon deployment.

At the request of the UNYAN secretary, provide preliminary response information for a "possible" activation.

Upon activation, submit to the UNYAN Secretary the names, certification levels and EMT numbers of all personnel responding as part of the UNYAN deployment. A cellular telephone number of one person, preferable a supervisor, responding as part of that company deployment. Provide the UNYAN Secretary with the number of vehicles, vehicle identifying number and license plate number. This information will be provided in a timely manner.

Upon activation, each company will notify their County EMS Coordinator of their activation as part of the United New York Ambulance Network Disaster Response Plan prior to taking resources out of their county.

Each company will provide all personnel responding as part of the UNYAN disaster response activation with identification cards. These cards will contain the name, EMT certification, EMT number and photograph of the employee.

Upon completion of any activation, each company will contact the UNYAN secretary upon the safe return of their personnel and equipment.
